International Exchange

In order to promote continuing international mutual understanding and cooperation with foreign countries, Gunma Prefecture actively promotes a wide array of activities.

Asian Agricultural High School Student Overseas Study Program
In 1998, Gunma Prefecture began a program whereby the prefecture hosts a total of fifteen students for a period of one year. Three students come from each of the following countries: Thailand, the Philippines, Indonesia, Malaysia and Mongolia. By studying at an agricultural high school, it is hoped that the exchange students are able to further their knowledge of agriculture and associated technology. On a wider scale, it is hoped that this will promote mutual knowledge and understanding between high school students in Gunma Prefecture, the exchange students and their home countries. The program's varied schedule includes basic Japanese classes, practical agricultural classes and a homestay with a farming family.

Furthermore, in order to enrich International Relations and to promote true international understanding through cultural exchange, another program was started in 2000. Through this program, Agricultural High School Students from within Gunma Prefecture are able to be sent to other countries on exchange for one month.

The Japan Exchange and Teaching (JET) Programme
The Japan Exchange and Teaching (JET) Programme enables local authorities (prefectures, designated cities and other municipalities) to employ foreign youth. Its purpose is to improve foreign language education as well as to promote international exchange at the community level.

By teaching foreign languages at schools nationwide and assisting with those international exchange activities conducted by local authorities, participants engage in a variety of ways with local residents. In this way, the Programme is expected to increase cross cultural understanding as well as contribute to internationalization efforts in Japan.

Gunma-Shaanxi (China) Medical Training Program
The aim of this medical training program is to offer opportunities for doctors from Shaanxi Province, China, to acquire new knowledge and skills from Gunma in order to further improve their medical technology. It also hopes to further develop closer ties with China through medical exchange. Gunma Prefectural Government began this program in conjunction with the International Year of Communication in 1983.
Training for the doctors is conducted at hospitals and medical institutions around Gunma with the full cooperation of Gunma Medical Association and the Gunma Office of the Japan Municipal Hospital Association.
The number of doctors from China who completed this medical training program reached 70 by the end of the 2002 fiscal year. Several past participants now play leading roles in, and contribute to, the advancement of medical technology in Shaanxi. This indicates that the program has produced appreciable results.

Gunma-China Women's Exchange Program
Since 1983, Gunma Prefectural Government has invited women's delegations from China for the purpose of furthering international amity and the promotion of women's social involvement. Delegates visit Gunma for a total of nine days, and visit cultural facilities, companies and farms during their stay in order to better familiarize them with the prefecture. A symposium is held to deepen delegates' understanding regarding women's social involvement in both Japan and China. Additional opportunities for homestay and interaction with Japanese women's organizations located in Gunma are also provided.
