Gunma implements emergency measures to curb Novel Coronavirus spread

To curb infections in respective areas, all prefectures are now put under the state of emergency based on a revised law enacted last month.  The prefectural government is going to implement emergency measures as described below.

【Details of the measures taken so far】

1. Implementation period

The first round: From April 17 to May 6, 2020
The second round:From April 28, 2020 to May 6, 2020

The third round:From May 7, 2020 to May 31, 2020

2. Scope of implementation

All 35 villages/towns/cities of Gunma Prefecture

3. Description of emergency measures

【Requests for prefectural residents】

(1) Request for self-isolation

  • Stay at home except to go see a doctor, to do essential grocery shopping, and to go to work. In addition to these, going outside for exercising/walking is okay, provided that it has become part of your essential routine to keep you healthy. 
  • Refrain from traveling to another prefectures from Gunma. Many people going to large cities only help increase the COVID-19 patients.

【Requests for businesses based in Gunma】

(2) Close your place of business(es)

  • By law, facilities listed below are requested for shutdown and ban on events.

Cram Schools
Colleges, vocational colleges (senmon gakko), driving schools, cram schools, etc.
*Total floor space of 1,000 square meters or larger
Sports, social education, & cultural facilities Kindergartens, elementary schools, junior high schools, senior high schools, Upper Secondary Specialized Training School (koto senshu gakko), special-needs school (tokubetsu shien gakko), etc.
Exercise, amusement facilities Gyms, pools, bowling alleys, sports clubs, Pachinko parlors, Mahjong places, game arcades, etc.
Theaters Playhouses, performing arts theaters, movie theaters, etc.
Assembly/Exhibition facilities
  1. Assembly halls, auditoriums, multi-purpose halls, etc.
  2. Museums (both bijyutsukan & hakubutsukan), libraries, hotels/ Japanese inns (for the purpose of large group gatherings), etc.
*2.applies for facilities with total floor space of 1,000 square meters or larger.
Commercial facilities Essential facilities for life are excluded. 
*Facilities with total floor space of 1,000 square meters or larger.
  • Although facilities listed below are not among shutdown request by law, both voluntary closure and ban on events are strongly requested.

Facilities with total floor space of 100 square meters or smaller must ensure that all preventive measures are in place.
Assembly & Exhibition halls Assembly halls, museums (both bijyutsukan & hakubutsukan), libraries, hotels/Japanese inns (for the purpose of large group gatherings), etc.
*Facilities with total floor space of 1,000 square meters or smaller
Commercial facilities Essential facilities for life are excluded. 
*Facilities with total floor space of 1,000 square meters or smaller.
  •  Because facilities listed below are essential for day-to-day lives, shutdowns will not be requested basically, however, the management of these facilities is strongly requested to implement adequate preventive measures.

Housing, lodging facilities Hotels, Japanese inns, etc.

Production facilities Factories, workshops, etc.
Financial institutions, public offices Banks, ATMs, insurance agencies, civil service offices, etc.
Miscellaneous Barber shops, beauty parlors, Sento public bathhouses, post offices, wedding reception halls, funeral homes, crematories, laundromats, cleaners, etc.
  • Example of proper COVID-19 preventive measures
Not to let individuals with fever entering the premises 
  • Take employees’ temperatures to stop those with 37.5 degrees C or higher entering the facility. 
  • Take all visitors’ temperatures and not to let individuals with 37.5 degrees C or higher in the facility.
Prevent the 3 C’s
(closed spaces,
crowded places,
close-contact settings)
  • Put a ceiling on the number of people in a store, allow no lines, and ensure that they have a 2-meter distance with others.   
  • Room with good ventilation is vital. Open windows in both of two directions to improve airflow.
  • No more meetings where a large number of attendees crammed into a small room. Introduce teleconferences and/or video conferences.
Prevent droplet infection,
direct-contact transmission
  • Make sure all employees wear face masks, disinfect their hands and fingers, practice cough etiquette, and wash their hands well. 
  • Make sure all visitors disinfect their hands and fingers, follow cough etiquette, and wash their hands thoroughly when entering the facility. 
  • Disinfect the store/office premises regularly. 
*Cough etiquette means to cover your nose/mouse with tissues or sleeves of your jacket, if you are not wearing a face mask and have to sneeze or cough.
Prevent infection while traveling
  • Use different working hours so that employees can commute during off-peak hours. Allow them to use cars, bicycles, or on foot to commute.
  • Introduce teleworking for the best workforce deployment to prevent infection.
  • Cancel business trips, introduce teleconferences & video conferences, and to limit the number of visitors.
  • Event organizers are requested not to plan on large group gatherings, which are vulnerable to the 3Cs, either indoors or not.

(3)Requests for preventing infections at shopping streets and supermarkets

  • Based on the relevant law, store owners at shopping streets, where many people come for their daily essential shopping, supermarket owners, and managers of parks, where there are a large crowd, are requested to make sure to put in place infectious disease preventive measures.

【Request for owners of stores at shopping streets and supermarkets】

  • During busy hours, limit the number of shoppers in the store.
  • Shoppers should be guided to proceed one way.
  • Make a system so that people line up to pay with ample space in between by putting marks on the floor, etc.
  • Place disinfectant available both at the entrance and exit for shoppers to use.
  • Install partitions between the cashier and shopper. 

【Request for shoppers while they are at shopping streets and supermarkets】

  • Avoid going to stores in groups. Also avoid busy hours of your store.

【Requests for park managers and people who go to parks】

  • Avoid going to parks in large groups. Also avoid busy hours. While at the park, practice social distancing. 
  • Discuss with neighbors, etc. to make rules on how to use parks to keep virus infection to a minimum. Announce the results to park users.  

4.Review of the emergency measures in the coming weeks

After reviewing the effectiveness of these measures to combat COVID-19 by using such criteria as the number of confirmed cases to date, number of hospital beds, and the outcome of the national government-appointed panel of experts, which is scheduled to meet in mid-May, the prefectural government will determine whether or not to relax these measures under a state-of-emergency.
